- I don't know the Indian judiciary system, its anti-corruption laws and their sentences. But if there is political commitment by the ruling government to reduce graft and all forms of corruption, it should seriously study the modes of the anti-corruption agencies of ex-British colonies: Hong Kong and Singapore - both countries have been very effective in drastically reducing/eliminating corruption in both the government and private sectors.
I include this Hong Kong excerpt to give you a bit more ideas....

Independent Commission Against Corruption (ICAC)
Email: general@icac.org.hk
To Win the Battle against corruption, the ICAC, right from its inception, has adopted a unique strategy to fight graft on three fronts:
investigation; prevention; and education.
The three-pronged attack was vital to develop a new public consciousness. For it was recognized that prevention was as important as the deterrent of prosecution, and the battle against corruption could only be won by changing people's attitude towards corruption. The strategy has proved effective and remains the ICAC's guiding principle today.
The three prong approach is embodied in the Commission's three Departments of Operations, Corruption Prevention and Community Relations.
The vision of the Hong Kong Ombudsman's Office is to ensure that Hong Kong is served by a fair and efficient public administration which is committed to accountability, openness and quality of service. Its mission is to, through independent, objective and impartial investigations, redress grievances and address issues arising from maladministration in the public sector, and to bring about improvements in the quality and standard of and promote fairness in public administration.
The function of the Ombudsman is to serve as the community's watchdog to ensure that:
Bureaucratic constraints do not interfere with administrative fairness
Public authorities are readily accessible to the public
Abuses of power are prevented
Wrongs are righted
Facts are pointed out when public officers are unjustly accused
Human rights are protected
The public sector continues to improve quality and efficiency
- we should stop giving bribe for getting our work done speedily or illegally.
- Death penalty/life-long prison sentence for any corruption, more undercover sting operations by the media to catch these criminals
- The must thing now to our country is to create awareness of corruption, and to create good vigilance department which has power even to remove prime minster and president if they proved in corruption. punishments must very very severe to the corrupted persons,
- give them life in prison every time you catch one.
- You must revolutionise the system by bringing to book all the corrupt however mighty they may be, besides the following measures to be taken:-
1) Refuse to pay money to grease any body's hands.
2) Do not yourself seek to do any thing illegally. Be on the right side of law.
3) Create forums to oversee that the authorities are doing the right things and that there are no consideration demanded or paid for doing the rightful things.
4) Create awareness about the need to cleanse our system free from corrupt practises. There should be public awareness about it. Whenever any wrong doing comes to light, people should not hesitate to agitate. Such movements should be organised in every village/town/cities.
5) A total revolution is the need of the hour.
